Cencoroll is a short animation written, created, designed, and animated by Atsuya Uki.  Pretty much created the movie all by himself with the only things he didn't do was the soundtrack and voices.  I don't know how long it took him, but apparently Cencoroll is based off a manga called  Amon Game which you can guess was written and illustrated by Uki himself.   The  soundtrack was done by Supercell.  You can actually hear it in the trailers.  It very electronic, but fits well with the animation. Don't be fooled by the one man show.  This piece is full of quality.  Animation is top notch, environment are amazing.  As for the story, I have no clue since I haven't seen it yet.   If you were at the New York Anime Festival, you would have seen the first screening in the United States.  If you're interested, I'm sure they'll have this on VOD.  It was also announced that Aniplex will be releasing a DVD (boohoo no Blu-Ray) sometime at the end of October. If you're interested in anime or just want to appreciate a film created by one man, then catch a viewing of Cencoroll.  Check out the official site (Japanese) at www.cencoroll.com.
